Barnett Rubin, an American who helped open secret negotiations with the movement, answered their 14 February 2018 Open Letter “to the American people” and calls for them to challenge the Afghan and the US governments and the second meeting of the Kabul Process beginning today in Kabul with declaring a ceasefire and to enter into direct talks with Kabul.
