Former World Bank Afghanistan specialist Bill Byrd looks at one the current mot important policy matters: how to deal with the Taleban’s rejection to listen to any advice and keep lives-saving humanitarian work afloat in the middle of what he calls “an economic crisis for the entire country, one likely to extend for at least several years.” He recommends “proactive strategizing and planning, not reactive, disorganized responses.” He writes: “In the likely scenario that humanitarian aid declines over time, a smooth transition away from U.N. cash shipments must be planned to avoid a repeat of the August 2021 shock when aid abruptly stopped.”
