Security Council Report, 1 June 2026
This report focusses on two Afghanistan-related activities of the UN Security Council: first, the renewal of the UNAMA mandate which is under pressure by the US which reportedly intends to ‘streamline’ the mission and has already recently been extended for a limited period only, and second, the UN resolution on Afghanistan the penholdership of which has recently passed to China. China and Russia press for dropping the condition that international economic and development assistance to Afghanistan is linked to improvements in human rights issues, particularly those of women and girls, and continue engagement with the Emirate without increased pressure on those issues. Furthermore, the US reportedly aims at dropping the use of the term “de facto authorities” for the Taleban’s Emirate in UN documents, “expressing concern that it could confer legitimacy on the Taliban or imply a degree of de facto recognition” while China and Russia insist that it “accurately reflects the realities on the ground in Afghanistan.”
