(President Karzai before a second term? Security problems and legitimacy deficits of Afghanistan‘s presidential elections – in German) Incumbent Hamed Karzai aims at a second term of office in Afghanistan‘s presidential elections on 20 August. A lack of alternatives, his astute positioning and use of institutional advantages as well as tactical errors of the new US administration have rekindled his chances. Due to shortcomings in the preparation, significant institutional deficiencies and the precarious security situation that create space for manipulations, it has to be suspected that the elections will neither be safe, transparent and inclusive. That can undermine the legitimacy of the election result in the eyes of the Afghan population.
