AAN's Thomas Ruttig quoted as saying, turning around former ISAF commander General Eikenberry's famous slogan 'where the road ends the insurgency starts': Saying that bigger projects draw more attention from the Taliban, both during and after construction, he comments “You might have the roads finished, but you can’t use them because there are so many attacks going on. Where you build a road, the insurgency [often] starts.”
