In a short op-ed article (in German), AAN’s Thomas Ruttig looks forward at the upcoming “BSA Loya Jirga” in Kabul, convened to decide about the future presence of US troops in Afghanistan. He reports about last-minute difficulties on US soldiers’ immunity from Afghan law and about ISAF commander Dunford’s proposal that US troops should be allowed “in extreme situations” to enter Afghan houses on their own, rejected by President Karzai. Conclusion: Without a BSA, the annual USD 2 bn pledged by the US to support the ANSF between 2014 and 2017 probably won#t be released by Congress.
