In this short analysis of Western-funded security sector institution building and reform as well as of the current status of the ANSF main forces (except the NDS), the author states that “the objective of ‘winning the war’ has frequently undermined the very state that was being built” and that “[t]he donor community has been supporting a policing model that often causes civilian harm.” He quotes AAN on the link between criminality and the police:
According to a detailed analysis of the criminal networks in Kabul City by the Afghanistan Analysts Network, armed burglary, murders and other forms of violent crime are wide-spread, even in central neighbourhoods that were previously considered safe.
