“[The Russians] are just trying to throw a spanner in the works of whatever the US is doing there,” said Thomas Ruttig, a German former diplomat who heads the Afghanistan Analysts Network. “It is the revenge for the revenge for the revenge,” he said of the lasting bite of Cold War-era rivalry.
