AAN’s Thomas Ruttig is quoted in this article of the leding South Korean daily, on the status of political parties and whether the Taleban are one of them:
AAN 국장인 토마스 루티그는 기자와의 인터뷰에서 “아프간 정당들이 민주적 제도 하에서 자기 목소리를 낼 수도 있다고 본다”면서도 “하지만 그들은 스스로가 민주적인지 되돌아 보고 무엇보다 그들의 사병조직을 비무장시켜야 한다”고 강조했다.
(political parties have been existing in afghanistan for a long time and should have a role in the democratic system. at the same time, those parties also need to prove that they are democratic themselves – and disarm their militias)

루티그 국장은 “탈레반은 선거에 호의적이고 다양한 정치 세력도 받아들이겠다고 하지만, 1인 1투표 정당기반 정치가 아니라 (이슬람 지도자 회의 체계인) 슈라(Shura) 시스템인 게 문제”라고 말했다.
(The Taleban) say they are in favour of elections – but in a shura system, not a party-based system. this would not necessarily be a one person, one vote system. …they have stated (variously) that they accept that there is pluralism of political forces, but it seems they would limit this to islamic parties.
